    This is ARPU building. ARPU is Agro-climatic Regional Planning Unit, a unit of Planning Commission of India. The project started in 1988 and called of by the Central Govt. in 2002. This beautiful building was built in 1996, which is really in bad shape as after the project was called off, no one took care of it. Still the ruins of ARPU building worth having a look at.
